History and background on Westerhall Point and our Residents’ Association.


History

Westerhall Point is one of Grenada’s older upscale residential developments, located on the island’s southeastern coast.

The wider Westerhall area began as a large plantation estate during the French and later British colonial periods. Historical records show that the estate — originally associated with sugar cane production — dates back to the late 1700s. The plantation later became known as Westerhall Estate.

After the decline of plantation agriculture, parts of the land were subdivided for residential use. The development of Westerhall Point began in the 1950s with residential lots laid out and covenants established before 1961. The Westerhall Point Residents’ Association Limited was established to manage the upkeep of the development on April 1st, 1968.

Today, Westerhall Point remains a private residential development known as a quiet, tight-knit community with beautiful homes and gardens, and a well-protected coastline.

How Westerhall Point Operates

Owner Responsibilities

Westerhall Point is a private residential community. To maintain the beauty, security, and property values of our neighborhood, every homeowner shares a set of core responsibilities. These are governed by the established Westerhall Point Covenants and the Residents Association (WPRA).

Westerhall Point is self-managed; we do not receive government funding for our internal infrastructure.

Mandatory Dues: Owners are responsible for the timely payment of annual dues. These funds directly pay for security services, road maintenance, drainage clearing, and the landscaping of common verges and entrance areas.

The appearance of individual lots reflects on the entire community.

Upkeep & Landscaping: Owners are expected to keep the structures and vegetation on their properties tidy. Regular maintenance of gardens and undeveloped lots is required to prevent the overgrowth of bush and the breeding of pests.

Waste Management: Household refuse should be secured in appropriate bins to prevent littering and animal interference.

To preserve the residential character and environmental integrity of the Point, all construction is subject to Board oversight.

Approval Process: Before beginning any construction or major external renovation, owners must submit a formal set of plans to the Board for review.

Compliance: Projects must adhere to the convenants including 20-foot setback requirements and land-coverage limits.

Infrastructure Protection: Owners are held responsible for any damage caused to Association roads or culverts by heavy machinery during their construction process.

Living in the Point means respecting the peace and privacy of your neighbors.

Residential Use: Properties are intended for residential use. While rentals are permitted, owners are responsible for ensuring their guests adhere to neighborhood rules regarding noise, parking, and speed limits.

Security Awareness: Residents are encouraged to report any suspicious activity to the security guards or police to help maintain our collective safety.

Record Accuracy: Owners must ensure the Association has up-to-date contact information and proof of ownership on file. This ensures you receive important community updates, invoices, and legal notices promptly.

Association Responsibilities – facilitated by the Board of Directors

The Board of Directors serves as the executive arm of the Residents Association, acting as stewards of the community’s funds and infrastructure. It’s primary mandate is to ensure that Westerhall Point remains a safe, beautiful, and well-maintained private community.

The Association is responsible for the upkeep of all shared infrastructure that is not maintained by the national government.

Road Network: Managing pothole patching, resurfacing, and road edging across the Point’s miles of roadway.

Drainage Systems: Ensuring culverts and drains are cleared and functional to prevent flooding and road erosion.

Common Areas: Maintaining the entrance gatehouse, community signage, and the beautification of shared verges and spaces.

The Board oversees the security strategy to provide peace of mind for all residents.

Gatehouse Operations: Managing the contract for security personnel and gate access control.

Liaison with Authorities: Acting as a point of contact for local law enforcement and emergency services when community-wide issues arise.

The Board acts as a regulatory body for all development.

Plan Review: Evaluating construction drawings to ensure compliance with convenants including setback requirements and land-coverage ratios.

Usage Oversight: General monitoring to protect shared infrastructure and ensure properties are used for residential purposes, and addressing breaches of covenants.

Environmental Protection: Enforcing rules regarding waste management, noise levels, and the preservation of the environment.

The Board is responsible for the professional management of Association funds.

Dues and Fees Collection: Managing the billing and collection of resident dues and other fees to ensure operational expenses are covered.

Arrears Recovery: Pursuing long-standing unpaid dues to ensure all owners contribute fairly to the community’s upkeep.

Financial Reporting: Maintaining accurate records and providing financial transparency to the membership.

The Board serves as the formal voice of the residents in all external and internal matters.

Resident Advocacy: Representing the Association in dealings with external entities including the Grenadian government.

Information Sharing: Keeping the community informed of ongoing matters, and hosting Annual General Meetings (AGMs).

Legal Affairs: Managing the Association’s legal interests, including the defense of covenants and the management of active litigation.
